Job Description

As a proactive, detail-oriented professional, the  Asset  Manager plays a critical role in ensuring regulatory compliance, capital preservation, and high-performance ratings under the US Department of Housing and Urban Development (HUD) and the Internal Revenue Service (IRS) evaluation systems, such as the Public Housing Assessment System (PHAS), the Section Eight Management Assessment Program (SEMAP), the Management & Occupancy Reviews (MOR), and the National Standards for the Physical Inspection of Real Estate (NSPIRE). The annual salary range for this on-site position is $55,662 - $81,742 . As a full-time exempt role, the  Asset  Manager is eligible to participate in SHA's benefits program. POSITION SUMMARY

Reporting directly to the Director of Asset Management, the Asset Manager is responsible for overseeing the operational, fiscal, and physical performance of SHA and Central Carolina Strategic Developers (CCSD) properties. This includes Public Housing (PH), Rental Assistance Demonstration Project-Based Vouchers (RAD PBV), traditional Project-Based Vouchers (PBV), and Low-Income Housing Tax Credits (LIHTC) programs. This position also supports strategic planning, resident engagement, and sustainability initiatives across SHA's portfolio.

ESSENTIAL FUNCTIONS AND DUTIES

At a minimum, the  Asset Manager will be responsible for successfully carrying out the following essential functions and duties in a professional and timely manner:

  • Identify and monitor performance goals for housing developments. 
  • Oversee property management operations, including admissions, occupancy, and compliance. 
  • Conduct inspections and ensure adherence to UPCS, NSPIRE, and HQS protocols. 
  • Monitor budgets, capital expenses, and inventory systems.
  • Ensure timely and accurate database entries and recertifications. 
  • Collaborate with maintenance staff on preventive maintenance programs. 
  • Coordinate lease enforcement and resident communications. 
  • Partner with Resident Services for wrap-around support and referrals. 
  • Prepare monthly reports for the Board of Commissioners.
  • Support strategic planning, marketing initiatives, and website content development.
  • Ensure compliance with procurement, Section 3, and vendor policies. 
  • Assist with policy development and implementation across SHA and CCSD.
  • Undertake other work-related duties and special projects assigned by the Director of Asset Management, COO, or CEO.

REQUIRED QUALIFICATIONS

Education : Bachelor's degree in Business, Public Administration, Real Estate, or related field preferred.

Experience : Minimum of five (5) years of relevant experience, including three (3) years in a supervisory role.

Qualifications, Knowledge, & Skills : To be optimally successful in this role, the ideal candidate will have the following qualifications:

  • Knowledge of HUD regulations, property management, and capital asset planning. 
  • Ability to supervise and collaborate with diverse teams. 
  • Excellent communication, analytical, and organizational skills.
  • Proficiency in housing software and compliance systems. 
  • Familiarity with ADA, Section 504, Fair Housing, and NC Landlord-Tenant laws. 
  • Strategic thinking and problem-solving capabilities.
  • Must obtain the following required certifications within one year of hire:
    • LIHTC Housing Credit Certified Professional (HCCP)
    • HQS Inspection
    • RAD PBV Specialist 
    • Fair Housing & Reasonable Accommodation
    • Public Housing NSPIRE Inspection
    • Capital Fund Program
    • Public Housing Manager 
    • Procurement & Section 3
    • Supervision & Management

PHYSICAL REQUIREMENTS

Ability to stand, sit, walk, and talk or hear regularly. Prolonged periods of sitting at a desk and working on a computer. Must occasionally lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Visual and auditory acuity to perform essential job functions, including reading, typing, and participating in meetings and phone/video calls.
