Job Description

Oak Park Township seeks a Clinical Services Manager to lead behavioral health, caregiver, and protective services for older adults. This role provides clinical supervision, manages complex cases, ensures program compliance, and supports community outreach and education. Candidates must be licensed clinical social workers with strong leadership and program management experience. Bilingual a plus but not required.

Key Functions:

• Provide organizational supervision to our behavioral health and caregiver programs.
• Provide clinical supervision, training, and development for social work staff and social work interns.
• Manage a small caseload of complex cases and provide crisis support as needed.
• Ensure accurate documentation, billing, and compliance with funding guidelines.
• Coordinate community outreach, education, and mental health presentations.
• Identify unmet needs through participant and community feedback and build out program offerings accordingly.
• Serve as a clinical resource for leadership and recommend program improvements.
  

Essential Job Functions

• Oversee Older Adult Behavioral Health, PEARLS, Caregiver Resource Center and any additional, applicable programming. Ensures staff productivity and clinical direction of treatment.
• Offer support on challenging abuse, neglect, exploitation, hoarding, and self-neglect cases where mental health concerns are involved.
• Understand, provide oversight, and carry out work for the programs in accordance with funding guidelines and Oak Park Township policies.
• Provide opportunities for learning, growth and motivation for the clinical services team.
• Hold a small caseload of the most complex cases and provide backup support to the team during absences or staffing shortages.
• Support team in managing participant needs in an effective manner by identifying and addressing gaps in service while utilizing best clinical practices.
• Serves as clinical programs expert for the leadership team.
• Conduct orientation, training, performance evaluation, and payroll approval for assigned team.
• Attend and actively participate in weekly consultations with supervisor.
• Hold weekly, one-on-one supervision with the clinical services team members and identify opportunities for their growth, attainment of licensure, expansion of services provision, and increased levels of responsibility.
• Regularly review and recommend changes to leadership regarding program services to meet the needs of existing participants, underserved populations, and unmet needs identified in the community.
• Ensure accurate and timely billing, reporting, and documentation based on program standards.
• Provide oversight to clinical services interns.
• Earn required CEU's for ongoing licensure renewal.
• Attend required meetings, training, and events, as needed.
• Performs other duties as assigned by leadership.

Minimum Qualifications

Education and Experience:

• Licensed Clinical Social Worker
• MSW, MA, or MS in Counseling Psychology, Gerontology, Clinical Psychology or related field required
• Three + years post-Masters clinical experience in the provision of therapeutic services to older adults preferred.
• Bi-lingual – Spanish preferred
• Clinical supervision provided to team members, others.
• Program operations, reporting and quality assurance in compliance with funding guidelines.

License(s) and Certification(s):

• Licensed Clinical Social Worker

KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of:

• Advanced knowledge and experience in treatment theories, clinical practice, and adherence to the National Association of Social Workers Code of Ethics
• Need for self-awareness about transference and counter transference and how to use these to improve treatment
• Data/word processing applications- Microsoft Office Suite, data tracking, electronic records management
• Planning for outreach based on needs of the community to ensure meeting funding and program requirements

Skill in:

• Listening and speaking effectively to participants from diverse ethnic, educational, and socioeconomic backgrounds.
• Leading constructive conversations, presenting to staff and community groups, and answering questions appropriately
• Motivating a team, providing support and leadership
• Patiently working with older adults who may have limitations in hearing, eyesight, mobility, or cognition as well as needing behavioral and mental health support

Ability to:

• Manage programs and oversee staff and interns handling clinically complex cases
• Maintain confidentiality
• Follow mandated reporting laws for the State of Illinois
• Manage emotions and mediate conflicts effectively
• Adapt to changing needs of department as they arise
• Maintain effective professional relationships with participants, staff, vendors, elected officials and other community members

Physical Abilities:

• Sit, keyboard, read, write, hear, and speak for extended periods of time
• Lift up to 30 pounds
